HGRMA Purpose / Mission

In 1995, the three subdivisions comprising the Highland Gap community decided to create a separate organization to manage the property that was common to the three developments. The Highland Gap Road Maintenance Association non-profit corporation was formed and registered with the North Carolina Secretary of State’s Office. Its responsibilities have developed over the years and can now be found in Article Two, Section 3 of the current HGRMA By-Laws.

Section 3. Purposes: The purpose of the Association shall be to:

A. Maintain and improve the roadway designated as the ‘Highland Gap Road” which leads from NC Highway 106 through Middle Creek Farms Subdivision and Highland Gap Subdivision to an intersection designated as “four corners’ lying at the common boundary line of Highland Gap Subdivision and Shoal Creek Subdivision, which serves as a means of access for all persons owning land within the Subdivisions, to and from North Caroling Highway 106;

B. Create, improve, and maintain the following structures:

(i) Mailboxes and mailbox shelter for the use of residents of the Subdivisions;

(ii) Water storage facilities for fire protection and firefighting with within the Subdivisions, as necessary to retain an IOS Category 6 fire protection rating for the Subdivisions;

(IV) Marker columns, lighting, “Highland Gap” signage, and landscaping in the vicinity of the intersection of Highland Gap Road and North Caroling Highway 106; and

(V) Mirrors placed to aid vision at roadway curves.

C. Maintain the portion of Shoal Creek Road, approximately 500 yards in length, as necessary for an emergency exit from the Subdivisions, generally from the intersection of Shoal Creek and Old Holt Farm Roads, to the point at which the State of North Carolina maintenance of Shoal Creek Road begins;

D. Insure, at the discretion of the Board of Directors, risk of casualty loss to the structures, mentioned in Article Two, Section 3(B) above;

E. Insure liability risks of the Association and its officers and directors, as associated with the activities of the Association; and

F. Perform such other acts and services for and on behalf of the Association and its membership as the members may from time to time direct.
